Yen Phong I Industrial Park was approved to be added to the planning of industrial parks in Vietnam according to Official Dispatch No. 303/TTg-CN dated June 20, 2006 of the Prime Minister with the planning area of phase 1 being 351 hectares. On June 21, 2007, the People’s Committee of Bac Ninh province approved the detailed construction planning at a scale of 1/2000 of Yen Phong I Industrial Park with an area of 344.81 hectares, of which the industrial land area was 244.02 hectares, then the industrial land area was adjusted to 246.32 hectares (accounting for 71.44%) according to Decision No. 50/QD-UBND dated January 16, 2013 of the People’s Committee of Bac Ninh province.
Then, on October 20, 2011, the People’s Committee of Bac Ninh province approved the detailed planning for the expansion of Yen Phong I industrial park at a scale of 1/2000 in Decision No. 1298/QD-UBND with an area of 313.9 hectares, of which the industrial land area is 189.91 hectares. The expansion belongs to the administrative boundaries of Yen Trung, Thuy Hoa, Dung Liet and Tam Da communes, Yen Phong district, Bac Ninh province.
In 2016, the Prime Minister approved the investment policy to expand Yen Phong I Industrial Park by 313.9 hectares, the project has an operating period of 50 years. On January 17, 2017, the People’s Committee of Bac Ninh province issued Decision No. 775/QD-UBND on expanding Yen Phong I Industrial Park. Thus, after expansion, Yen Phong I Industrial Park has a total area of 658.71 hectares, of which the industrial land area is 436.23 hectares.
In terms of nature, Yen Phong Industrial Park is oriented to become a modern industrial park, attracting high-tech projects such as electronics, mechanics, information technology, new materials, high-end consumer goods, food processing…
Regarding the regional connection location, Yen Phong Industrial Park is centrally located between Hanoi and Bac Ninh, adjacent to important traffic routes and convenient for travel to economic and political centers in the region. Specifically, Yen Phong I Industrial Park:

- INFRASTRUCTURE SYSTEM OF YEN PHONG INDUSTRIAL PARK, BAC NINH
Power supply system: the power produced in Yen Phong Industrial Park is supplied from the national grid through 04 110KV/22KV transformer stations right in the industrial park with a power supply capacity of 9*63 MVA. At the same time, the 22KV line is connected to the fence of each plot of land to provide stable power supply for the production needs of all enterprises operating in the industrial park.
Water supply system: Yen Phong I Industrial Park has built an internal clean water supply system. Phase 1 has a water supply capacity of 36,000 m3/day and night, phase 2 has a capacity of 22,000 m3/day and night with water source taken from Cau River and underground water source, connected to each plot of land through a water supply pipeline system D150 mm – D400 mm, ensuring clean water supply in the Industrial Park.
Wastewater treatment system: All wastewater produced in Yen Phong Industrial Park is treated by the centralized wastewater treatment system of the industrial park. In phase 1, the system has the capacity to treat 28,000 m3/day and night, in phase 2, the capacity is added to 12,000 m3/day and night with the ability to treat wastewater to column A according to Vietnam’s environmental technical standards.
Internal traffic system: internal roads of Yen Phong I Industrial Park are designed and built in a checkerboard shape, the main road has a right of way of 80m, the branch roads have a width of 25m – 40m, ensuring convenient traffic connection to all areas in the industrial park. In addition, each subdivision in Yen Phong Industrial Park has its own parking lots, serving well the needs of stopping and loading and unloading goods.
Communication system: Ready to connect to 4,000-number satellite switchboard along with internet and telecommunication systems ready to connect according to investors’ requirements.
Fire prevention and fighting system: Fire hydrants are arranged along the roads in Yen Phong industrial park at a distance of 120 m – 150 m with a diameter of D-125, allowing timely response to any fire incidents in the industrial park.
Rainwater drainage system and infrastructure landscape: the rainwater drainage system is arranged independently from the wastewater drainage pipes and is contained in intermediate reservoirs, ensuring that no local flooding occurs in the industrial park when heavy rain occurs.
Green trees, landscapes, and water surface facilities are arranged and built at a rate of 30% of the entire industrial park area, creating an airy space and air conditioning in the industrial park, not only contributing to the landscape but also being environmentally friendly.
III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES IN YEN PHONG INDUSTRIAL PARK
Infrastructure usage fee: 160 USD/m2/entire lease term
Management fee: 0.9 USD/m2/year
Annual land rent: 0.2 USD/m2/year. Can be changed according to regulations of Bac Ninh Provincial People’s Committee
Electricity price: Applied according to EVN’s production electricity price list (from 1,007 VND-2,871 VND/KWh)
Water supply price: 9,638 VND/m3 (equivalent to 0.42 USD/m3)
Wastewater treatment fee: 6,500 VND/m3 (equivalent to 0.309 USD/m3). The amount of wastewater is calculated as 80% of the amount of clean water used.
