- LEGAL INFORMATION AND LOCATION OF QUE VO III INDUSTRIAL PARK
The Que Vo III Industrial – Urban Park Project was approved by the People’s Committee of Bac Ninh province in Official Dispatch No. 311/UBND-CN dated March 11, 2008, assigned to Bac Ninh Agricultural Products Joint Stock Company (the predecessor of DABACO Vietnam Group Joint Stock Company) as the investor. On December 31, 2008, Que Vo III Industrial Park was approved to be added to the planning for the development of industrial parks in Vietnam in Official Dispatch No. 2349/TTg-KTN of the Prime Minister with the initial planned area of 300 hectares, adjusted to increase the area to 524 hectares (an increase of 224 hectares) in Official Dispatch No. 1511/TTg-KTN dated August 20, 2024 of the Prime Minister.
On March 9, 2009, DABACO Company was granted investment certificate No. 21221.000207 by the Management Board of Industrial Parks of Bac Ninh province for the project of investing in construction and business of infrastructure of Que Vo III Industrial Park with an operating period of 50 years (until March 9, 2059). After that, Que Vo III Industrial Park was officially established under Decision No. 436/QD-UBND dated April 13, 2009 of the People’s Committee of Bac Ninh province with an area at the time of establishment of 303.8 hectares. In September 2015, DABACO Group established a subsidiary, EIP Industrial Park Investment and Development Company Limited, and registered to change the investor from DABACO to a subsidiary to continue implementing the Que Vo III Industrial Park project. On January 19, 2016, in Official Dispatch No. 123/TTg-KTN, the Prime Minister agreed in principle to allow the conversion of the investor of Que Vo III Industrial Park into EIP Industrial Park Investment and Development Company Limited and adjusted the total investment capital of the project from VND 1,167 billion to VND 2,121 billion.
On January 21, 2016, the Management Board of Industrial Parks of Bac Ninh province issued a new Investment Registration Certificate for Que Vo III Industrial Park with project code 4057875306. Immediately after that, on February 3, 2016, DABACO divested all capital at EIP Company by selling shares to a new investor, a subsidiary of TNI Holdings, marking the transition of the industrial park. On May 5, 2022, in Decision No. 216/QD-UBND, Bac Ninh province decided to adjust the name of Que Vo III Industrial Park to Que Vo III Industrial Park – Phase 1, and at the same time adjusted the area of the industrial park from 303.8 hectares to 281.51 hectares.
Regarding planning, Que Vo III Industrial Park was first approved for detailed construction planning at a scale of 1/2000 in Decision No. 965/QD-UBND dated July 23, 2008, adjusted in Decision No. 841/QD-UBND dated July 15, 2011, Decision No. 1868/QD-UBND dated December 30, 2016, Decision No. 176/QD-UBND dated April 19, 2019 of the People’s Committee of Bac Ninh province. According to the approved detailed planning, Que Vo III Industrial Park has a total approved planning area of 530 hectares including 02 sub-areas:
– Sub-area 1 (phase 1): has a total planning area of 312.1 hectares, including 281.51 hectares of industrial park land and 30.59 hectares of external infrastructure land and access roads. Of which, the industrial land area for lease is 203.93 hectares (out of a total of 281.51 hectares), accounting for 72.44% of the planning area.
– Sub-zone 2: has a total planning area of 217.9 hectares, including 208.54 hectares of industrial park land and 9.36 hectares of land planned for construction of DT 285B road. Regarding regional connectivity, Que Vo III Industrial Park is planned to be located in the communes of Viet Hung, Que Tan and Phu Luong, Que Vo district, Bac Ninh province, next to National Highway 18 and near Song Cau, Pha Lai ports and:
– 51 km from Hanoi city center, 13 km from Bac Ninh city center
– 51 km from Noi Bai International Airport
– 102 km from Dinh Vu Hai Phong port, 112 km from Lach Huyen deep-water port
– Only 1 km from Highway 18
In terms of nature, Que Vo III Industrial Park Phase 1 is a multi-industry industrial park, focusing on attracting investment projects in the following industries: agricultural and food processing; light industry; mechanical and assembly industry; electronics; production of high-end consumer goods; and construction materials manufacturing industry.
- INFRASTRUCTURE SYSTEM OF QUE VO III INDUSTRIAL PARK
Internal traffic system: the main axis of the industrial park has a cross-section width of 43.5 m, of which the road surface width is 22.5 m, route 3 (coinciding with provincial road 398) runs along the industrial park, connecting with National Highway 18, with a cross-section width of 36 m, of which the road surface width is 15 m; Branch roads in the industrial park have a right-of-way from 25.25 m – 36 m – 58.5 m, of which the road surface width is from 11.25 m – 15 m – 22.5 m. All roads are arranged with sidewalks with trees on both sides of the road, along with a lighting system and median strip. In particular, the cross-section routes 9-9 and 10-10 of the industrial park coincide with route DT 285B running through the industrial park with a cross-section width of 80 m – 87 m, the road surface width is 45 m.
Power supply system: the power supply for production in Que Vo III industrial park is guaranteed by Que Vo electricity through the 110KV/22KV transformer station in the industrial park with a capacity of 2*63 MVA. The 22 KV lines are connected to each plot of land in the industrial park.
Water supply system: clean water in Que Vo 3 Industrial Park is supplied by the internal clean water treatment plant from the surface water source of Cau River, treated according to quality standards QCVN 01:2009/BYT on drinking water quality standards. The clean water treatment plant in the industrial park has a capacity of 16,000 m3/day and night (currently operating at a capacity of 13,000 m3/day and night), supplying water to each plot of land in the industrial park through a water supply pipeline network arranged in a loop, ensuring stable supply and sufficient capacity for factories operating in the area.
Wastewater treatment system: all wastewater in Que Vo III Industrial Park phase 1 is collected and treated by the industrial park’s centralized wastewater treatment system to column A according to Vietnam’s standards on industrial wastewater before being discharged into Tao Khe canal. The centralized wastewater treatment plant has a maximum treatment capacity of 12,000 m3/day and night, capable of treating wastewater dug in from column C, currently operating with a phase 1 capacity of 5,800 m3/day and night.
Communication system: provided and installed by VNPT according to the needs of investors operating in the industrial park.
Fire prevention and fighting system: fire hydrants are arranged along traffic routes in the industrial park at a distance of 120-150 m per hydrant, ensuring service radius covering all areas in the industrial park.
Other infrastructure facilities: Land plots are leveled to a height of +3.9m to +4.4m; Rainwater drainage system is arranged independently from the wastewater drainage system; Public parking lot; Landscape green tree system is arranged reasonably; Internal lighting system; Solid waste treatment system 5km from the industrial park… and external service infrastructure facilities conveniently connected to the industrial park.
III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT QUE VO 3 INDUSTRIAL PARK
Infrastructure rental price: 130 USD/m2/entire remaining lease term (until 2059)
Management fee: 0.45 USD/m2/year
Annual land rent: exempted until 2024, then applied according to the land price list of Bac Ninh province at each time.
Electricity price: applied according to EVN’s electricity price list.
Water supply price: 13,600 VND/m3
Wastewater treatment fee: from 0.18 – 0.6 USD/m3, wastewater volume is calculated as 80% of clean water usage

Investment incentives at Que Vo III industrial park:
Regarding corporate income tax: New investment projects in Que Vo III Industrial Park will be exempted from 100% of corporate income tax for the first 2 years and reduced by 50% of corporate income tax for the next 4 years of the project.
Regarding import tax: import tax exemption for goods on the list of tax incentives in case of import to create fixed assets for enterprises with new investment projects.
- CURRENT STATUS OF INVESTMENT ATTRACTION IN QUE VO 3 INDUSTRIAL PARK
Currently, Que Vo III Industrial Park Phase 1 has completed the construction of technical infrastructure and leased out over 91% of the industrial park area with more than 60 investment projects from Korea, USA, Japan, Taiwan, Vietnam… including typical projects such as the Plastics products manufacturing project of Quintiles Electronic Material Vietnam Co., Ltd.; Paint and varnish manufacturing project of HS Chemical Vietnam Co., Ltd. (Korea); Magnet products manufacturing project of Novatech Vina Co., Ltd. (Korea); Consumer electronics manufacturing project of Goertek Vina Science and Technology Co., Ltd. (China)… The remaining area is an area that is difficult to implement compensation and site clearance, so the investor is still continuing to implement.
