Tien Son Industrial Park was established on December 18, 1998 under Decision No. 1129/QD-TTg of the Prime Minister with an area of 134.76 hectares at the time of establishment. Accordingly, the project to invest in construction and business of infrastructure of Tien Son Industrial Park has the investor being the Construction Glass and Ceramics Corporation (VIGLACERA) under the Ministry of Construction, now Viglacera Corporation – JSC, with investment locations in Dong Nguyen, Hoan Son, Noi Due and Tuong Giang communes, Tien Son district, Bac Ninh province (now Tien Du district and Tu Son city – Bac Ninh province). The project was implemented with a total investment capital of VND 267,512 billion and has an operating period of 50 years from the date of investment decision (from 1999-2049).
On June 18, 2003, Tien Son Industrial Park was approved for expansion in Official Letter No. 808/CP-CN of the Prime Minister. Specifically, Tien Son Industrial Park was expanded by about 214.24 hectares, increasing the total planned area of the industrial park to 349 hectares. After that, Tien Son Industrial Park continued to adjust the planned expansion area by an additional 100 hectares (up to 449 hectares) in Decision No. 1107/QD-TTg of the Prime Minister dated August 21, 2006 and adjusted the planned area down to 402 hectares (down 47 hectares compared to the previous plan) in Official Letter No. 1511/TTg-KTN dated August 20, 2014 of the Prime Minister.
On July 8, 2016, Tien Son Industrial Park was officially expanded based on the merger of Tan Hong – Hoan Son Industrial Park according to Decision No. 754/QD-UBND of the People’s Committee of Bac Ninh province. Accordingly, after the merger, Tien Son Industrial Park has an area of 402.82 hectares (of which the merged area from Tan Hong – Hoan Son Industrial Park is 70.77 hectares; The area of Tien Son Industrial Park and Tien Son expansion developed by Vigalcera is 332.05 hectares), Tan Hong – Hoan Son Industrial Park after the merger was renamed Tan Hong – Hoan Son subdivision of Tien Son Industrial Park. The expanded area of Tien Son Industrial Park has an operating period from 2006 to 2056 (50 years).

Regarding regional connectivity, Tien Son Industrial Park is directly connected to National Highway 1A (Hanoi – Bac Giang Expressway section) through the Dong Xep Bridge intersection and is located near other large industrial parks in Bac Ninh province such as VSIP Bac Ninh and Dai Dong – Hoan Son, and has good traffic connectivity:

- INFRASTRUCTURE SYSTEM OF TIEN SON INDUSTRIAL PARK
Internal traffic system: the area for green roads accounts for 15% of the industrial park area with traffic roads designed in a checkerboard pattern with the main axis width of 41m and branch roads with widths from 11m-23.25m-33.5m, in which the road width is from 11.25m to 22.5m. All traffic routes in the industrial park are arranged with sidewalks 6m wide on each side with trees on both sides and a lighting system.
Power supply system: the power source for production in Tien Son Industrial Park is taken from the national grid through two 110kV/22kV transformer stations built on the technical land of the industrial park with power supply capacity of 40 MVA and 63 MVA respectively. The 22 kV lines are connected underground to the fence of each plot of land and are ready to be connected according to the needs of the investor.
Water supply system: the industrial park is built with a factory to exploit, treat and supply clean water on-site from underground water sources with a water supply capacity of 7,000 m3/day and night and can increase the capacity to a maximum of 11,000 m3/day and night according to the plan.
Wastewater treatment system: All wastewater produced in the industrial park is treated at the factory before being discharged into the centralized wastewater treatment system of the industrial park with a maximum treatment capacity of 7,000 m3/day and night (the built capacity is 4,000 m3/day and night), one of the first wastewater treatment plants in Bac Ninh province with aerobic biological treatment technology using activated sludge. The output wastewater meets environmental technical standards in Vietnam.
Other infrastructure facilities: Fire protection system; Communication system; Leveling the ground with an elevation of +5.5m to +6.2m and a slope of 0.2%; Rainwater drainage system is arranged independently from the wastewater drainage system according to the principle of self-flow; Telecommunication system meets international standards. In addition, the industrial park also has full supporting infrastructure services such as police station, bank, clinic, fuel station, post office, sports ground, housing for officials, workers, etc.
III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES IN TIEN SON INDUSTRIAL PARK
Infrastructure rental price: The industrial park is currently 100% full for lease.
Annual land rent: applied according to the decision of Bac Ninh Provincial People’s Committee at each time
Infrastructure management and maintenance fee: 0.5 USD/m2/year
Electricity price: applied according to EVN’s electricity price list
Water supply price: 0.4 USD/m3, calculated based on actual volume of clean water used
Wastewater treatment fee: from 0.28 USD/m3, calculated on 80% of clean water volume used
