- LEGAL INFORMATION AND LOCATION OF THUAN THANH III INDUSTRIAL PARK – SUB-ZONE A
Thuan Thanh III Industrial Park was approved by the Prime Minister to be added to the Vietnam Industrial Park Development Plan in Official Dispatch No. 1546/TTg-KTN dated September 18, 2008 of the Prime Minister with an initial planned area of 300 hectares, then the planning area was adjusted to increase twice in 2014 and 2020. Currently, the industrial park has a total planning area approved by the Prime Minister of 536.23 hectares (according to Official Dispatch No. 1402/TTg-CN dated October 15, 2020).
In 2010, the People’s Committee of Bac Ninh province established Thuan Thanh III Industrial Park on a total area of 320 hectares, including 02 parts of Area A and B with the full name of Thuan Thanh III Industrial Park – Module 1 (Sub-area A) with an area of 140 hectares and Thuan Thanh III Industrial Park – Sub-area B with an area of 180 hectares. Then, in 2022, Thuan Thanh III Industrial Park – Sub-area B was adjusted to increase the area from 180 hectares to 300.04 hectares in Decision No. 178/QD-UBND of the People’s Committee of Bac Ninh province, increasing the total established area of Thuan Thanh III Industrial Park to 440.04 hectares (out of the total area of 536.23 hectares approved by the Prime Minister).
Thuan Thanh III Industrial Park – Sub-area A (or Module 1) has the investor being Khai Son Joint Stock Company with an area of 140 hectares, planned location in Thanh Khuong commune, Thuan Thanh district and has an operating period of 50 years (from 2007-2057).
In terms of nature, Thuan Thanh 3A Industrial Park is a concentrated industrial park, attracting enterprises with modern production lines and products that meet quality standards, including low-polluting manufacturing industries such as: Mechanical assembly and electronics industry; Agricultural and forestry product processing industry; Textile and consumer goods manufacturing industry; Construction materials manufacturing industry.
Regarding regional connectivity, Thuan Thanh III Industrial Park – Area A is located adjacent to National Highway 17 connecting Hanoi to Thuan Thanh district, Bac Ninh and is extremely conveniently connected to many important traffic routes in Northern Vietnam:

– 30 km from Hanoi city center, 54 km from Noi Bai international airport
– 120 km from Hai Phong port, 109 km from Lach Huyen deep-water port

- INFRASTRUCTURE SYSTEM OF THUAN THANH 3 INDUSTRIAL PARK – AREA A
Internal traffic system: internal traffic roads of the industrial park have a cross-section width of 36m-75m (main axis) and 20m-26m (internal branch roads). All roads are arranged to build sidewalks, trees on both sides combined with a lighting system. The main axis of the industrial park connects directly to National Highway 17.
Power supply system: power for production is taken from the 110kV power grid in the area through a transformer station built within the industrial park and underground to each plot of land in the industrial park through a technical cable duct system.
Water supply system: The industrial park invests in building a clean water treatment and supply plant with a capacity of 14,000 m3/day and night from the surface water source of Duong River to serve the production water needs in the industrial park.
Wastewater treatment system: Wastewater from factories in the industrial park must be treated to at least meet column C standards according to Vietnam’s environmental technical standards before being discharged into the industrial park’s wastewater collection and treatment system. The wastewater is then further treated to column A standards before being discharged into the environment. The industrial park’s wastewater treatment system has a capacity of about 9,000 m3/day and night.
Other infrastructure facilities: Fire hydrant system is arranged along the roads in the industrial park; Rainwater drainage system is arranged independently from the wastewater collection and treatment system and is designed according to the principle of self-flow and then discharged through the Dai Dong Thanh pumping station system; Communication system; Lighting system; Landscape tree system.
III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT THUAN THANH 3 INDUSTRIAL PARK – ZONE A
Infrastructure rental price: 100 USD/m2/entire remaining lease term
Infrastructure management and maintenance fee: 0.5 USD/m2/year
Annual land rent: applied according to the decision of Bac Ninh Provincial People’s Committee at each time.
Electricity price: applied according to EVN’s electricity price list (reference price from 1,555 VND-2,871 VND/kWh)
Water supply price: 13,300 VND/m3, calculated based on actual water usage
Wastewater treatment fee: depends on the quality of input wastewater

New investment projects in industrial parks are exempted from 100% corporate income tax for the first 2 years and reduced by 50% for the next 4 years.

Typical projects operating in the industrial park include the Nutritional Products Production Project of Nutricare Nutrition Company Limited (Vietnam); Electronic and telecommunications components production project of Vietnam Jintou Electronics Company Limited (Korea); Electronic products production project of Kingstate Gevotai Vietnam Technology Company Limited; Screen cable and USB cable production project of SM DSP Vietnam Company Limited (Korea) and a series of other projects of Korean and Chinese investors.
