Nam Son – Hap Linh Industrial Park was approved to be added to the Vietnam Industrial Park Planning under Decision No. 1107/QD-TTg dated August 21, 2006 of the Prime Minister with an expected planning area of 200 hectares. On June 28, 2007, the Prime Minister approved the adjustment of the area of Nam Son – Hap Linh Industrial Park, and at the same time approved the investment policy to build Nam Son – Hap Linh Industrial, Urban and Service Park with a total area of about 1,000 hectares, of which the industrial park land area increased to 800 hectares (Official Dispatch 856/TTg-CN). At the same time, also in 2007, the investment project to build Area A of Nam Son – Hap Linh Industrial Park was assigned to a joint venture between IGS Group and Nam Hong Company (Bac Ninh) as the investor with a total land area of 600 hectares (including 400 hectares of industrial park land and 200 hectares of urban land). The project was then adjusted to increase the industrial park area to 432 hectares (adding the area of agricultural land that is difficult to cultivate) according to Decision 1365/QD-UBND dated September 23, 2009 of the People’s Committee of Bac Ninh province.
On April 16, 2010, the Nam Son – Hap Linh Industrial Park Area A construction investment project was revoked by Bac Ninh province and assigned to Kinh Bac Urban Development Corporation (KBC) to continue investing because the old investor had delayed project implementation.
On May 26, 2010, the Management Board of Industrial Parks of Bac Ninh Province granted investment certificate No. 21202000277 to KBC to implement the investment project to build Nam Son – Hap Linh Industrial Park Area A. Nam Son – Hap Linh Industrial Park was then officially established under Decision No. 211/QD-UBND dated February 7, 2013 of the People’s Committee of Bac Ninh Province with the full name of Area A – Nam Son – Hap Linh Industrial Park.
On August 20, 2014, Nam Son – Hap Linh Industrial Park was approved to reduce its area from 800 ha to 432 ha (a reduction of 368 ha) according to Official Dispatch No. 1511/TTg-KTN of the Prime Minister and then continued to reduce its area from 432 ha to 300 ha according to Decision No. 783/QD-UBND dated June 21, 2017 and Decision No. 16/QD-UBND dated January 20, 2020 of the People’s Committee of Bac Ninh province for the reason of removing from the planning the areas of the headquarters of the Bac Ninh Provincial Military Command and the Fire Prevention and Fighting Police. At the same time, the industrial park was officially renamed Nam Son – Hap Linh Industrial Park, the nature of the industrial park was adjusted from a low-pollution, clean industrial park to a clean, environmentally friendly industrial park.
On January 8, 2019, Nam Son – Hap Linh Industrial Park was officially approved by the Prime Minister to adjust the investment policy according to Decision No. 29/QD-TTg, the project has a total investment capital of 2,900 billion VND with a land area of 300 hectares, located in the administrative boundaries of Hap Linh ward, Nam Son ward, Bac Ninh city and Lac Ve commune, Tien Du district, Bac Ninh province. Also from this time, Nam Son – Hap Linh Industrial Park has really resolved the problems related to planning and started to strongly implement.
Regarding regional connectivity, Nam Son – Hap Linh Industrial Park is located adjacent to National Highway 38, 60 m wide, and the Nam Son – Que Vo provincial intersection road, 35 m wide, helping the Industrial Park to have convenient traffic connections to neighboring provinces and key traffic infrastructure, specifically, the industrial park:

- INFRASTRUCTURE SYSTEM OF NAM SON – HAP LINH INDUSTRIAL PARK
Power supply system: Nam Son Hap Linh Industrial Park has invested in building an internal 110/22kV transformer station with a capacity of 2*63 MVA connected by branch circuit to each plot of land in the industrial park.
Water supply system: to meet the demand for clean water for production, Nam Son Hap Linh Industrial Park is planned to build a plant to treat and supply clean water from the Duong River surface water source with a water supply capacity of 19,000 m3/day and night.
Wastewater treatment system: Wastewater produced in the industrial park is treated by a centralized wastewater treatment plant within the area with a capacity of 9,000 m3/day and night, capable of treating wastewater up to standard A of Vietnam’s environmental technical standards before discharging into the environment.
Internal traffic system: The main road of Nam Son Hap Linh Industrial Park is built with a cross-section width of 35 m, roadway width of 2 * 10.5 m; other branch roads in the Industrial Park have a cross-section width of 18.5 m – 27 m, roadway width of 10.5 m – 17 m with sidewalks and spacious green belts on both sides.
Fire protection system: fire hydrants are built to cover the industrial park with a service radius of 150 m for each hydrant.
In addition, Nam Son – Hap Linh industrial park also has other infrastructure facilities such as separate rainwater drainage system, leveled ground with elevation from +5 m to +5.45 m; lighting system; static parking lot for workers’ pick-up and drop-off; communication system and landscape trees.

III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT NAM SON – HAP LINH INDUSTRIAL PARK
Infrastructure usage fee: 165 USD/m2/entire lease term, subject to change depending on the location of the leased land
Infrastructure management and maintenance fee: 0.7 USD/m2/year
Annual land rent: applied according to the decision of Bac Ninh Provincial People’s Committee at each time.

- CURRENT STATUS OF INVESTMENT ATTRACTION IN NAM SON – HAP LINH INDUSTRIAL PARK
According to the plan, Nam Son – Hap Linh Industrial Park has a total industrial land area of 204.13 hectares (accounting for 68.04% of the planned area of the whole area). Currently, the Industrial Park has carried out compensation, site clearance and construction of industrial infrastructure for an area of nearly 200 hectares and is continuing to implement compensation, site clearance and infrastructure construction for the remaining area. For the implemented area, Nam Son – Hap Linh Industrial Park has leased out over 60% of the area with warehouse projects, factories for rent and projects to produce phone components and screens. A typical example is GOERTEK’s electronic components production project with a scale of more than 62 hectares, which was just started in May 2023. All projects are in the process of completion and put into operation. At the same time, the investor of Nam Son – Hap Linh Industrial Park is also continuing to complete infrastructure for the remaining land areas.
