Thuan Thanh III Industrial Park was approved by the Prime Minister to be added to the Industrial Park Development Plan in Vietnam under Official Dispatch No. 1546/TTg-KTN dated September 18, 2008 with an expected planning area of 300 hectares. On June 18, 2010, Thuan Thanh III Industrial Park was established under Decision No. 768/QD-UBND of the People’s Committee of Bac Ninh province with a scale of 320 hectares, the project implementation location is in Thanh Khuong, Dai Dong Thanh, Song Ho, Gia Dong and Dinh To communes, Thuan Thanh district, Bac Ninh province.
According to Decision No. 768/QD-UBND, Thuan Thanh III Industrial Park includes 02 sub-zones:
Module 1 has a scale of about 140 hectares with the investor being Khai Son Joint Stock Company, with an operating period of 50 years from the date of being granted the investment certificate (September 21, 2007). Sub-area B has a scale of about 180 hectares with the investor being Trung Quy – Bac Ninh Joint Stock Company, with an operating period of 50 years from the date of being granted the investment certificate (August 18, 2009).
Thuan Thanh III Industrial Park – Sub-area B has a detailed construction planning approved at a scale of 1/2000 according to Decision No. 607/QD-UBND dated May 12, 2009; adjusted by Decision No. 15/QD-SXD dated January 16, 2012 of the Department of Construction of Bac Ninh province; Decision No. 1595/QD-UBND dated September 18, 2018 of the People’s Committee of Bac Ninh province.
On August 20, 2014, Thuan Thanh III Industrial Park was approved to adjust the planning area from 300 ha to 504 ha (an increase of 204 ha) according to Official Dispatch No. 1511/TTg-KTN of the Prime Minister (in which, the area of Thuan Thanh III Industrial Park – Sub-area B was adjusted to increase from 180 ha to 300.04 ha in Decision No. 178/QD-UBND dated April 8, 2022 of the People’s Committee of Bac Ninh province). After that, Thuan Thanh III Industrial Park continued to be adjusted to increase the area from 504 ha to 536.32 ha according to Official Dispatch No. 1402/TTg-CN dated October 15, 2020 of the Prime Minister with the goal of planning to supplement Sub-area C – Thuan Thanh III Industrial Park with an area of about 100 ha.
After many planning adjustments, Thuan Thanh III Industrial Park – Zone B has a planning area of 300.04 hectares, located in Thanh Khuong, Dinh To, Song Ho and Gia Dong communes, Thuan Thanh district, Bac Ninh province, with a total industrial land area for lease of 195.71 hectares, accounting for 65.23%. The project has a total adjusted infrastructure investment capital of more than 3,100 billion VND. In terms of nature, Thuan Thanh III Industrial Park – Zone B is a concentrated industrial park for enterprises with modern production lines that cause little toxic pollution such as:

- INFRASTRUCTURE OF THUAN THANH INDUSTRIAL PARK III
Power supply system: the power source produced at Thuan Thanh III Industrial Park, Sub-area B is taken from the 110 kV line running through the area with an expected supply capacity of about 45 MVA and can be increased according to actual usage needs.
Water supply system: water for production in the Industrial Park is taken from two sources, the first source is on-site exploitation and surface water from the Duong River; the second source is through the water treatment and supply plant for the Industrial Park with a capacity of 10,800 m3/day and night.
Wastewater treatment system: all wastewater from factories in Thuan Thanh III Industrial Park – Sub-area B will be treated through a centralized wastewater treatment system with a treatment capacity of 9,135 m3/day and night, capable of treating wastewater from standard C to standard A according to Vietnam’s environmental technical standards.
Internal traffic system: according to the planning, Thuan Thanh III Industrial Park – Sub-area B has the main axis connecting from Provincial Road 282 to the Industrial Park with a cross-section of 37 m, branch roads have a road width of 10.5 m with sidewalk corridors and grass on both sides (cross-section from 22 m – 36 m).
Communication system: Switchboard with the ability to provide over 1,200 subscribers from local sources can be ready to connect according to the investor’s needs.
Other infrastructure facilities: Parking lot area of about 4.3 hectares; independent rainwater drainage system, leveled ground with elevation from +4.0m to +5.3m
III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT THUAN THANH III INDUSTRIAL PARK, ZONE B
Infrastructure usage fee: 110 USD/m2/entire lease term. May vary depending on the location of the leased land
Management fee: 0.794 USD/m2/year, calculated on total leased land area
Annual land rent: Applied according to the land price list announced by Bac Ninh Provincial People’s Committee at each time.
Electricity price: Applied according to EVN’s electricity price list
Water supply price: current unit price is 12,000 VND/m3, subject to change at any time
Wastewater treatment fee: 17,000 VND/m3, depending on the quality of input wastewater

Regarding corporate income tax: 100% exemption from corporate income tax for the first 2 years, 50% reduction in tax for the next 4 years.

- CURRENT STATUS OF INVESTMENT ATTRACTION IN THUAN THANH III INDUSTRIAL PARK, SUB-ZONE B
Currently, Thuan Thanh III Industrial Park – Sub-area B has completed most of the site clearance compensation and is completing the technical infrastructure items in the industrial park. The industrial park leases part of the infrastructure of the industrial park, including mechanical manufacturing projects and warehouse and factory projects for rent from countries such as Singapore, the US, and China. Among them, we can mention the factory for rent project of BW Industries on a land plot of 100,000 m2, expected to supply the market with more than 60,000 m2 of factory for rent.
