Gia Binh Industrial Park was first approved by the People’s Committee of Bac Ninh province for its detailed construction planning at a scale of 1/2000 on May 12, 2009 and was adjusted twice in 2018 and 2021. On March 17, 2022, Gia Binh Industrial Park was approved by the People’s Committee of Bac Ninh province for its detailed construction planning adjustment project at a scale of 1/2000 in Decision No. 124/QD-UBND, accordingly, Gia Binh Industrial Park has a planning area of 306.69 hectares (of which the industrial land area for lease is 180.7 hectares), with planning locations in Dong Cuu, Lang Ngam and Dai Bai communes, Gia Binh district, Bac Ninh province.
On February 22, 2021, the Gia Binh Industrial Park Infrastructure Investment and Business Project was approved by the Prime Minister in Decision No. 224/QD-TTg. The Gia Binh Industrial Park Project has the investor being Bac Ninh Industrial Park Infrastructure Investment, Construction and Business One Member Co., Ltd. (under CAPELLA LAND – an industrial infrastructure developer with many industrial parks and clusters built nationwide), with a total investment capital of more than VND 2,578 billion and an operating period of 50 years (From 2021-2071). On April 12, 2021, Gia Binh Industrial Park was officially established in Decision No. 127/QD-UBND of the People’s Committee of Bac Ninh province.
In terms of nature, according to the approved planning, Gia Binh Industrial Park is a concentrated industrial park, mainly attracting investment projects in the industries of manufacturing electrical and electronic components and equipment; textiles; processing industry (food for livestock, poultry, aquatic products); construction materials; machinery manufacturing; pharmaceuticals; high-tech products and other supporting industries.
Regarding regional connectivity, Gia Binh Industrial Park is located adjacent to National Highway 17 connecting Trau Quy, Gia Lam, Hanoi to Gia Binh district, Bac Ninh, and is also located near important traffic routes such as DT284 and DT282B, so the industrial park has the ability to connect to traffic:

– 23 km from Bac Ninh city center
– About 6 km from Highway 38
– 96 km from Hai Phong port, 106 km from Lach Huyen deep-water port
- INFRASTRUCTURE SYSTEM OF GIA BINH INDUSTRIAL PARK
Internal traffic system: designed in a checkerboard pattern with the main road 68m wide, branch roads 22.5m wide, of which the roadway width is 11m to 22m, sidewalks of the roads are 6.5m wide on each side and are arranged with trees.
Power supply system: power source serving production at Gia Binh Industrial Park is provided through a 110kV/22kV transformer station built within the industrial park, with a power supply capacity of 68 MVA.
Water supply system: clean water for production in Gia Binh Industrial Park is taken from the clean water plant in the area with a water supply capacity of 12,600 m3/day and night for the project. Water supply pipes with diameters from D110-D400 mm are built underground along traffic routes in the industrial park to each plot of land, ready to connect according to the needs of investors.
Wastewater treatment system: all wastewater produced in Gia Binh Industrial Park will be collected and treated at the industrial park’s centralized wastewater treatment plant to column B standards before being discharged into the environment. The wastewater treatment plant has a maximum treatment capacity of 8,000 m3/day and night.
Other infrastructure facilities: rainwater drainage system is arranged independently from the production wastewater collection system; Fire hydrant system is arranged along traffic routes in the industrial park; Communication system; Landscape tree system; Lighting system; Land plots in the industrial park are leveled to the planned height before being handed over to investors.
III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT GIA BINH INDUSTRIAL PARK
Infrastructure rental price: 135 USD/m2/entire lease term (until 2071)
Annual land rent: Currently, the industrial park is exempted from annual land rent. After the preferential period ends, land rent is determined according to the Decision of the People’s Committee of Bac Ninh province at each time.
Infrastructure management and maintenance fee: VND 10,000/m2/year (equivalent to USD 0.4/m2/year)
Electricity price: applied according to EVN’s electricity price list at each time
Water supply price: 11,500 VND/m3 (calculated on the actual amount of clean water used)
Wastewater treatment fee: 11,000 VND/m3 (calculated on 80% of clean water used)

Investment incentives in Gia Binh industrial park
Regarding corporate income tax: 100% exemption from corporate income tax for the first 2 years and 50% reduction from corporate income tax for the next 4 years for new investment projects in industrial parks.
Regarding import tax: import tax exemption for goods on the list of tax incentives imported to create fixed assets for the project.
- CURRENT STATUS OF INVESTMENT ATTRACTION IN GIA BINH INDUSTRIAL PARK
Currently, Gia Binh Industrial Park is being rapidly completed by the investor in the construction of industrial infrastructure and has leased out about 15% of the industrial park area with more than 10 investment projects of Vietnamese, Korean and Chinese enterprises. Currently, the investor is continuing to level and complete technical infrastructure works to hand over the site to investors who have leased land in the industrial park for early construction.
