- LEGAL INFORMATION AND LOCATION OF DAI DONG HOAN SON INDUSTRIAL PARK
Dai Dong – Hoan Son Industrial Park was established on July 1, 2005 under Decision No. 1179/QD-CT of the People’s Committee of Bac Ninh province with an expected area of 230 hectares in phase 1 (later expanded to 286.82 hectares). The project’s investor is Saigon Telecommunication Technology Joint Stock Company (Saigontel) with a total investment capital of 553.5 billion VND.
On August 21, 2006, Dai Dong – Hoan Son Industrial Park was approved for an expected expansion of 300 hectares under Decision No. 1107/QD-TTg of the Prime Minister, increasing the total approved planning area of the industrial park to 530 hectares. However, the industrial park’s planning area was later adjusted to 368 hectares (a reduction of 162 hectares) according to Official Dispatch No. 1511/TTg-KTN dated August 20, 2014 of the Prime Minister .
Based on the approved planning, on January 20, 2020, Dai Dong – Hoan Son Industrial Park Phase II was established under Decision No. 15/QD-UBND of the People’s Committee of Bac Ninh province with a planning area of 95.81 hectares. Thus, after phase II was established, Dai Dong – Hoan Son Industrial Park has a total established area of 382.63 hectares (of which the industrial land area for lease is 269.49 hectares), including:
Dai Dong – Hoan Son Industrial Park, phase I:
– Has a planning area of 286.82 hectares in the territory of Dai Dong, Hoan Son and Tri Phuong communes, Tien Du district and Tan Hong commune, Tu Son district (now Tu Son city), Bac Ninh province; – The investor is Saigon Telecommunication Technology Joint Stock Company, with a total investment capital of 553.5 billion VND and an operating period from 2007 to 2057. – Approved detailed construction planning in Decision No. 601/QD-UBND dated May 12, 2009 of the People’s Committee of Bac Ninh province
Dai Dong – Hoan Son Industrial Park, phase II:
– Has a planning area of 95.81 hectares in the territory of Hoan Son communes, Son, Phat Tich and Tri Phuong, Tien Du district; – The investor is Saigon Telecommunication Technology Joint Stock Company, with a total investment capital of 1,907.106 billion VND, with an operating period of 50 years from the date of issuance of the first Investment Registration Certificate (June 14, 2010); – Approved detailed construction planning at a scale of 1/2000 in Decision No. 300/QD-UBND dated February 26, 2010; adjusted construction zoning planning at a scale of 1/2000 in Decision No. 1272/QD-UBND dated September 19, 2017 of the People’s Committee of Bac Ninh province

Regarding the regional connection location, Dai Dong – Hoan Son industrial park is located close to the intersection between provincial road DT.295 and National Highway 1 (Hanoi – Lang Son expressway section), helping the industrial park to have the ability to connect traffic:

- INFRASTRUCTURE SYSTEM OF DAI DONG HOAN SON INDUSTRIAL PARK
Internal traffic system: the main road of the industrial park has a cross-section width of 28m-33m-46.5m, in which the road surface width is from 15m to 22.5m, designed with 04-06 lanes; the branch roads of the industrial park have a cross-section width of 18.5m-22m-25.5m, in which the road surface width is from 7.5m-11.25m.
Power supply system: the power source for production in Dai Dong Hoan Son Industrial Park is taken from the 110kV grid running through the industrial park through the 110kV/22kV transformer station with a capacity of 2*25 MVA. The 22kV lines are underground along the traffic routes to each plot of land in the industrial park.
Water supply system: Dai Dong – Hoan Son Industrial Park has invested in building a water treatment and supply station from underground water exploited on site with a water supply capacity of 14,550 m3/day and night to serve both production water supply and domestic water supply needs of the industrial park for both phases. The water supply pipeline network is arranged in a loop form to ensure continuous water supply.
Wastewater treatment system: all wastewater produced in phase 1 of Dai Dong – Hoan Son Industrial Park is pre-treated at the factory to meet column A standards and those in phase 2 must be treated to at least column C standards before being discharged into the industrial park’s centralized wastewater collection and treatment system with a treatment capacity of 2,500 m3/day and night. Production wastewater continues to be treated to at least column B standards before being discharged into the environment.
Other infrastructure facilities: The area of green land and water surface of both phases is more than 49 hectares, creating an airy space in the industrial park; The communication system with full modern services is ready to connect to the plots of land in the industrial park; The parking lot area for the entire project is about 1.5 hectares; Green land and water surface area; Lighting system; The rainwater drainage system is arranged independently from the wastewater drainage system; The fire prevention and fighting system uses the same production water source with fire hydrants arranged at a distance of 100m-150m along the traffic routes in the industrial park.
III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT DAI DONG HOAN SON INDUSTRIAL PARK

Annual land rent: applied according to the decision of Bac Ninh Provincial People’s Committee at each time
Infrastructure management and maintenance fee: 0.35 USD/m2/year
Electricity price: applied according to EVN’s electricity price list
Water supply price: 13,300 VND/m3, calculated on the actual volume of clean water used
Wastewater treatment fee: from 0.28 USD/m3 depending on the quality of incoming wastewater
