On February 23, 2021, Hoa Phu Industrial Park was approved by the Prime Minister for expansion in Official Dispatch No. 216/TTg-CN with an expanded area of 85 hectares, located in Mai Dinh and Huong Lam communes, Hiep Hoa district, Bac Giang province.

On July 16, 2021, Hoa Phu Industrial Park was approved by the People’s Committee of Bac Giang province to adjust and expand the 1/2000 scale zoning plan in Decision No. 710/QD-UBND, increasing the total planning area of the entire industrial park to 292.45 hectares, the industrial land area for lease increased from 140.3 hectares to 200.79 hectares (an increase of 57.3 hectares).

On May 27, 2022, the Prime Minister approved the investment policy for the Hoa Phu Industrial Park Infrastructure Construction and Business Project Phase 1 in Decision No. 646/QD-TTg for Hoa Phu Invest Company Limited as the investor with a total investment capital of VND 1,093 billion. The project has an operating period until May 19, 2066. On June 10, 2022, Hoa Phu Industrial Park was officially established under Decision No. 581/QD-UBND of the People’s Committee of Bac Giang province.

In terms of nature, the expanded Hoa Phu Industrial Park shares the same nature as the Hoa Phu Industrial Park, which is a multi-industry, environmentally friendly industrial park, prioritizing the attraction of industries such as electronics, telecommunications, pharmaceuticals, supporting technology, new materials, clean energy industry, renewable energy, smart energy, and manufacturing and processing industries.

Regarding the regional connection location, the expanded Hoa Phu Industrial Park has a northern boundary adjacent to the planned inter-zone road, a southern boundary adjacent to the dike road and Cau River, a western boundary adjacent to the planned road and an eastern boundary adjacent to the existing Hoa Phu Industrial Park, so the Industrial Park is adjacent to DT295 and:

  1. INFRASTRUCTURE SYSTEM OF HOA PHU EXPANDED INDUSTRIAL PARK

Power supply system: the power source for production for the existing and expanded Hoa Phu Industrial Park is supplied from the existing 110kV/22kV power station. The Industrial Park is expected to invest in building a separate 110kV/22kV transformer station with a capacity of 202 MVA for both the existing and expanded phases. The 22kV lines are arranged to run to each plot of land in the Industrial Park.

Water supply system: Hoa Phu Industrial Park has invested in building a clean water treatment system from Cau River surface water source with a total treatment and supply capacity of 8,000 m3/day and night, of which the water supply capacity for the expansion phase is 4,400 m3/day and night, ensuring to meet all water usage needs in the Industrial Park.

Wastewater treatment system: all wastewater in Hoa Phu Industrial Park expansion is collected and treated at the centralized wastewater treatment system of the Industrial Park to type A before being discharged into the environment through the wastewater drainage system of the Industrial Park. The capacity for the expansion phase is 2,600 m3/day and night and can be adjusted to increase capacity depending on the actual usage needs of enterprises operating in the industrial park.

Internal traffic system: The main road of the expanded Hoa Phu Industrial Park is continuously connected to the main road of the existing Hoa Phu Industrial Park, with a cross-section width of 70 m, of which the roadway width is 21 m , with sidewalks, trees on both sides and separated by open ditches for two directions; Branch roads in the Industrial Park have a cross-section width of 24 m – 50 m, of which the roadway width is from 11 m to 15 m.

Other infrastructure facilities: Hoa Phu Industrial Park expansion has completed synchronous infrastructure facilities such as lighting system, underground wires and lighting poles from 8-10 m high, equipped with LED bulbs for high brightness ; Solid waste collection system; Fire hydrant system along traffic routes; Rainwater drainage system independent of wastewater treatment system; Landscape tree system; Static parking lot… to serve the maximum needs of investors in the Industrial Park.

III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT HOA PHU EXPANDED INDUSTRIAL PARK

Infrastructure usage fee: 135 USD/m2/entire lease term. Unit price may be changed depending on location and area of the leased land.

Infrastructure management and maintenance fee: 11,750 VND/m2/year

Annual land rent: 12,800 VND/m2/year

Electricity price: applied according to EVN’s electricity price list

Water supply price: 11,000 VND/m3

Wastewater treatment fee: 9,900 VND/m3/calculated on 80% of clean water used

Investment incentives at Hoa Phu Industrial Park expansion

Corporate income tax incentives: 100% exemption from corporate income tax for the first 2 years, 50% reduction in tax payable for the next 4 years for new investment projects in industrial parks and expansion investment projects in the prescribed cases.

Import tax incentives: Import tax exemption for goods on the list of goods eligible for tax incentives in case of import to create fixed assets of enterprises for new investment projects.

  1. CURRENT STATUS OF INVESTMENT ATTRACTION IN HOA PHU EXPANDED INDUSTRIAL PARK

Currently, the investor of Hoa Phu Industrial Park expansion is carrying out compensation procedures, site clearance and construction of technical infrastructure items. The industrial park is expected to be put into operation from 2023, contributing to supplementing the industrial land fund with good infrastructure for Bac Giang province in particular and the northern provinces in general.
