45 kilometers far from Ha Noi (40 minutes driving). There are public buses going from the Industrial Park to Ha Noi every 20 minutes and vice versa.

III – INFRASTRUCTURE
Construction plan Land lots are available for factory construction upon transfer.
Power supply Electricity power is supplied sufficiently and stably through transformer station of

110/35KV with a capacity of 100 MVA.

Power network is installed alongside internal traffic roads in the Industrial Park as per 35KV aerial wire line. Enterprises invest and build low-voltage sub-stations based on the power consumption capacity of their factories.
Water supply – Moc Nam water plant (3 km far from the Industrial Park) with a designed capacity of 30,000 m’/day-night (in the 15t

phase: 4.000 m / day-night) in order to satisfy

permanently IP enterprises’ demand on supply water.

– The water supply system is installed to boundary of every factory

Drainage The rainwater and wastewater drainage systems (domestic and industrial wastewater) are installed separately. Rainwater is collected into sewage system and discharged to Cau Giat canal and then to Red river. Wastewater is collected to the Wastewater treatment plant of the Industrial Park.
Solid waste and wastewater treatment A wastewater treatment plant using biological treatment system will be built with a total capacity of 5,000 m’/day-night. Wastewater must be treated internally at factories before being discharged into the common wastewater drainage system to the wastewater treatment plant of the Industrial Park.
Solid wastes from factories will be classified and collected on the spot, then transported to the terminal storage at the Industrial Park before being transported to other places for treatment.
Telephone/ Internet International-standard telecommunication system is available to satisfy demand for communication, high-ranking data transmission and international and domestic post service. An optical fiber system is installed underground to every factory.
Internal traffic & Lighting The internal road system is designed reasonably, facilitating transport vehicles to

reach every factory. A lighting system is equipped alongside all the roads.

Fire Protection The water supply system against fire is installed with fire-plugs located alongside internal roads of the Industrial Park.

Area 1 Fire and Rescue Team located in Dong Van Town (around 7km from Hoa

Mac Industrial Park) supports immediately in case of emergency

Environment and

Verdure

12 percentage of the Industrial Park area is dedicated for centralized green area. In addition, lines of trees on the roadside and in factories will hormonize the landscape for the Industrial Park.
IV – SOCIAL INFRASTRUCTURE AND SERVICES
Customs A Customs Office is planned to locate at the Administration Center of the Industrial Park in order to deal with customs formalities promptly and properly for enterprises.
Banking Banks such as: Vietnam Bank for Industry and Trade (Vietin Bank), Bank for Investment and Development of Vietnam and Agribank have branches nearby the Industrial Park in Hoa Mac district and serve the demand of enterprises on financial deals. Currently, these already had Techcombank ATM booths in the industrial park precincts to meet worker’s demand for on cash withdrawing.
Post office From an office of Ha Nam Post Office to the Industrial Park: about 700 meters to serve the demand of enterprises on post and telecommunications services.
Accommodation for labor Surrounding residential areas have been planned to build inside New Cities such as Cau Giat New City and other resettlement areas (In accordance with Dong Van – Yen Lenh urban chain planning). These residential areas shall meet demands of labor working in the Industrial Park for accommodation.
Health care Duy Tien Health Care Center and Hung Yen General Hospital (4 kilometers far from the Industrial Park) shall meet labor’s demand for medical examination and treatment.
Training schools There is a system of colleges and professional vocational schools in Ha Nam province including 2 Universities, 6 Colleges, 1 Vocational School, 3 Provincial Voactional Centers and some other Vocational Centers, which could satisfy the demand of enterprises in the province for technical workmen. Outstanding Training centers involve as follows:

Training schools – Ha Hoa Tien University;

– Hanoi University of Industry – Hanam branch;

Charge of infrastructure management & maintenance VND 11,350/m/year (equivalent to USD 0.5/m?/year) – (annual payment)

VI – INVESTMENT INCENTIVES
Corporate Income Tax

(CIT)

In accordance with Decree no. 118/2015/NĐ-CP dated November 12″* 2015:

+ New investment or extended projects in industrial parks shall be exempted from

CIT for a period of 2 (two) years and shall be entitled to a 50% reduction of the amount of CIT payable for a period of 4 subsequent years.

+ Corporate Income Tax rate is 20%

Import duty of equipment and machinery In accordance with Decree No. 134/2016/NĐ-CP dated September 1″ 2016:

(1) – Exemption from import duty in respect of goods imported to form fixed assets of investment project in sector of preferential import tax as stipulated by law, comprising:

+ Equipment, parts, components, parts, spare parts for assembly in complete sets or for use in synchronization with machinery and equipment; raw materials and materials used for the manufacture of machinery and equipment or manufacturing parts, details, spare parts, spare parts of machinery and equipment.

+ Specialised means of transport directly used for producing operation of project:

+ Construction materials which are not yet domestically produced.

(2) Exemption from import duty in respect of raw materials and materials imported to produce goods for export.

Value Added Tax

(VAT)

Exemption from Value Added Tax on: Equipment, machinery and materials not yet produced domestically need to be imported and directly used for scientific researches and technology development.

VIII – HUMAN RESOURCE
Locally

 

At present, Ha Nam population is 800 thousand people of which the population in working age is about 450 thousand people. Every year, about 14,500 people comes to working age. This will be a source of local labor which could meet the demand of enterprises in the Industrial Park for unskilled and skilled workmen.
Hanoi and surrounding regions Hanoi – The greatest training center of the North of Viet Nam- has a system of prestigious Universities and Colleges which annually provide enterprises with ten thousands of people who are well-qualified with high management or tecnical skills.

Thanks to a reasonable distance from Ha Noi to the Industrial Park, available means of transportation as well as bus system facilitate labor to commute every day. This plentiful and high-quality labor force will well satisfy the demand of enterprises in the Industrial Park.Besides, surrounding regions where industry has not much developed will offer a remarkably supplemented labor force for enterprises in the Industrial Park.

Salary –          Minimum Salary (Pursuant to Decree No.141/2017/NĐ-CP issued on Dec 7th, 2017 by the Government): VND 3,090,000/ month (equivalent to 136 USD /month)

2.       Engineer/Technician/Office staff: VND 4,690,000 – 6,990,000/ month (equivalent to USD 206 – 307/month)

3.       Manager/ Chief Accountant/ Foreman: VND 5,860,000- 11,190,000/ month (equivalent to USD 257 – 492 /month)

IX – REGULATIONS ON CONSTRUCTION REGULATION
Allowed construction works Manufacturing factories, warehouses, administration offices, canteens and sub-works (motorcycle-shed, guard-house, power transformer, water tank against fire).
Un-allowed construction works Dormitory, exploitation works of underground water.

Building lines (Setbacks) Solid works shall be built at least 10 meters from the building lines of internal roads and at least 6 meters from neighboring lots’ boundaries
Architectural requirement

 

Construction works should be designed and built harmoniously to create architecture – planning space suitable to the common landscape of the Industrial Park. In respect of sub-works (Car parking, toilets, power sub-station, water piping, drainage, generator room (if any), wastewater treatment system): Construction design should ensure the landscape of the Industrial Park, the minimum building line and making no harm to erections and environment of neighboring enterprises.
